php.ini setting

When trying to install the latest CVS WebERP - http://www.weberp.org - we find that we need to toggle the magic_quotes_gpc setting. This is achieved by editing the file
/etc/httpd/PHP_NUONCE/php.ini

Any way we can let it be achieved using a directive in the .htaccess file as available in the WebERP package? Currently we get a CGI access error if used.
